Program Description: The Advancing Resources for Children (ARCh): Connecting NC’s Systems to Strengthen Infant and Early Childhood Mental Health Outcomes project improves infant and early childhood mental health (IECMH) outcomes of North Carolina (NC) children through advancing workforce capacity to increase access and meet their needs. Our population of focus is children ages birth to 5 at significant risk of or experiencing mental health problems, including those with histories of trauma and/or a history of in-utero exposure to substances.


Occupational Summary: The Project Evaluator is responsible for the design, development and implementation of performance assessment, evaluation design, data collection, analyses, and reporting for the ARCh Project.

Position Description: The Program Evaluator will be responsible for administering the CLC Qualitative Interview Survey to selected program participants via phone call or virtual meeting and analyzing the data. The Qualitative Interview Survey consists of both fixed-response and open-ended questions related to past and current substance use, past treatment use, relationship with the Peer Support Specialists, satisfaction with the program, and feedback for program improvement. The Program Evaluator will conduct the interviews and summarize key findings to provide rapid feedback to the program implementation team. Responsibilities include obtaining verbal consent from participants, recording and transcribing each interview, writing summaries of each interview, and analyzing aggregate data from all surveys. Using the summaries and in-depth analyses, the program implementation team will work to implement changes to the program based on feedback received from program participants.

The Program Evaluator will work with all members of the program team to set up interviews with participants, organize and ensure privacy of the data, and report on outcomes. Data analysis will consist of thematic analysis of qualitative data to better understand barriers and facilitators to project implementation and effectiveness. Qualitative data will be thematically analyzed and managed using qualitative analysis software. The Program Evaluator will prepare reports containing the results of the qualitative analysis, which will be shared with program staff and key stakeholders in the community.

Education and Experience Required: The ideal candidate will have a master’s degree in public health, social work, sociology, or related field; or be working towards a master’s degree in those fields; or have a degree from a four-year college or university and two years’ experience evaluating and analyzing data from health interventions. Candidates should also have experience with qualitative data collection, software (e.g., NVivo qualitative analysis software), and analysis. Preferred but not required: 1) previous experience administering evaluation surveys and/or conducting interviews with program participants on sensitive topics and 2) knowledge of substance use disorder treatment, harm reduction, and support services.

Compensation: This is a part-time contract position for 12 hours per week. The pay rate is $20 per hour. The contract will be funded through June 30, 2024, with the possibility of renewing the contract on an annual basis. This position would be ideal for graduate students or anyone looking for flexible, part-time work hours.

The primary purpose of the Nutritionist III position is to provide comprehensive, complex nutrition evaluation and treatment services to children ages birth to three with a variety of medical/nutritional problems and developmental disabilities, chronic illnesses, or those characterized as medically high risk who are referred to or enrolled in the Infant Toddler Program. Services must be provided in compliance with Federal and State regulations for the Infant/Toddler Program.

Description: This nursing position primarily concentrates on prevention and management of communicable diseases (sexually transmitted infections, tuberculosis, et al). Part of this process requires epidemiological work related to investigations, causes, and surveillance of communicable diseases. Position is also responsible for oversight of the child health program which includes preventive care, sick care, and immunizations. A smaller portion of this job is infection control management for employee health.

Work Schedule: Hours are primarily Monday through Friday 8:00 a.m. to 5:00 p.m. with one hour for lunch. Flexible hours may be considered. 

Minimum Training and Experience: Graduation from an accredited school of nursing with two years of professional nursing experience including one year in public health; or an equivalent combination of training or experience. Must have a current license to practice as a Registered Nurse in North Carolina by the N. C. Board of Nursing.

Description: This position primarily will coordinate response efforts by planning, exercising, implementing, and evaluating plans as they relate to public health emergencies including disease outbreaks. Typically, but not all inclusive public health emergencies, are natural disasters such as hurricanes and infectious disease outbreaks like COVID or Influenza. The candidate will serve as a liaison between the health department and other response partners such as emergency management, law enforcement, schools, businesses, and other regional stakeholders. A second component of the position is to assist with health promotion activities, such as provision of health education to the public and special populations.

Work Schedule: Hours are primarily Monday through Friday 8:00 a.m. to 5:00 p.m. with one hour for lunch but potentially could work weekends or after hours in times of emergencies or disasters.

Minimum Training and Experience: A four year degree in public administration, psychology, sociology, or social work or a human service programmatic field, preferably with coursework in human service planning and evaluating; or graduation from a four year college or university and two years of administration or consultative experience in a human service program plus two years of program evaluation; or an equivalent combination of education and/or experience. For trainee appointment, graduation from a four-year college or university.

ADAPT’s core faculty and staff conduct creative, high-quality health services research in close partnership with VA leadership for the benefit of our nation's Veterans. The Center offers organized research programs as well as cross-cutting methods labs and community and organizational partners to ensure that research studies are designed to address VA’s highest priorities and that research findings are relevant and actionable. ADAPT has a rich tradition in conducting high-impact health services research, including a dedicated Implementation and Improvement Science Lab, as well as a Non-Randomized Designs Lab and a Pragmatic Clinical Trials Lab.


The selected individual will:

Interact with statisticians, health economists, clinicians, and health services investigators at every level of the scientific process, from initiation of new research projects to publication

Serve as a co-author on scientific papers written for scholarly journals

Assist in the design of data collection protocols

Extract and clean data from large administrative databases

Perform statistical analyses for a variety of health services research studies

Collaborate with an experienced and well-funded team of staff and faculty biostatisticians


Experience required:

M.S., M.A., or M.P.H. in statistics, biostatistics, econometrics, quantitative psychology, quantitative sociology, or related field    

Experience with SAS and/or R

Experience with SQL programming

Excellent communication skills

Strong organizational abilities

Ability to work effectively in a team setting
